NO FIRST USE and NATO

The government’s willingness to be first to use nuclear weapons is emphasised in our approach to NATO. In April NATO will hold a 50th anniversary summit conference. The German Green Party Foreign Minister, Joschka Fischer, is pressing for a change in NATO’s nuclear doctrine. He wants the alliance to abandon its policy of being prepared to launch a nuclear strike in response to an attack with conventional weapons. The Germans argue that a revision of NATO’s attitude towards nuclear weapons is long overdue. In Canada there is also growing official scepticism. A committee of the Canadian parliament recently reported that nuclear weapons have outlived their usefulnes and should be abolished. The British government is doing all it can to block this small step in the right direction. It is firmly opposed to the idea of “No First Use”.
